WhatsApp Business allows businesses to communicate with their customers via the WhatsApp interface. Using the WhatsApp Business function for bulk messaging or unsolicited contact is against WhatsApp’s agreements.
Since the beginning of 2020, WhatsApp has looked to take rule violations quite seriously:

You should file a WhatsApp report right away if you get an unsolicited message from a business account. By accessing the chat, touching on the sender’s name, and scrolling down to Report Contact, you can report a spam number.
But what happens if you make a WhatsApp report? Regrettably, we have no way of knowing. WhatsApp will be able to see a log of your interactions and other connected data due to encryption, but they will not be able to read the contents of the message.
WhatsApp has merely stated that it will “initiate an investigation.” If the sender’s account is determined to be in violation of the Terms of Service, it may be suspended or banned.
